The Villa Europa Homeowners' Association (VEHOA) Board of Directors (BOD) obtains its authority from the Association's Corporate Covenants & Restrictions and Bylaws. These documents define the roles and responsibilities of each BOD officer and specify the requirements governing the annual budget, audits, contracts, insurance and bonding, elections, meetings, fees and levies, etc.

The VEHOA carries out many of its responsibilities through the use of a professional management company: N.N. Jaeschke, Inc. The Association's BOD oversees the actions of the management company by reviewing its performance, and giving guidance and direction at the monthly BOD meetings. The Association's management company collects monthly fees, manages and oversees contractors, provides administrative services for the BOD and represents the BOD and/or Association as appropriate to execute the day to day business of the Association.

The VEHOA is also represented by a superior law firm that specializes in Community Association Law: Epsten, Grinnell & Howell. Their first duty is to the Association membership and in this capacity they represent the Association and provide counsel to the BOD as appropriate.

Finally, members of the Association can assist the BOD by participating on the Architecture, Maintenance, Landscape, Water-Features, or Finance Committees. These committees meet to review the state of the property, assess the performance of contractors and make recommendations to the BOD regarding current and future maintenance and landscaping activities. The Architecture & Maintenance Committees also make recommendations to the BOD regarding homeowner's requests to modify the exterior/interior of their property as regards appearance, architectural integrity or otherwise affect common areas or homeowner rights as defined in the Deeds of Trust. The Water-Features committee addresses the pool and several fountains, whereas the Finance committee supports efforts to establish a budget that supports these efforts at a reasonable cost to homeowners.
